Bolivia and India do not have the same history, and so surgeons are not as closely regulated as in Brazil. In fact, I recently reoperated on a lady who went for a cheap tummy-tuck in India and who had the operation botched by a general surgeon.

Make sure the surgeon is specifically plastics trained, and not a general surgeon with some plastics experience.

As a general rule, I would advise strongly AGAINST vacation surgery. If anything goes wrong, it is you who foots the bill back home for any corrective surgery (which is invariably more expensive). Even worse, in the UK it has been the NHS who foots the bill at tax payers expense!

If it seems too cheap to be true it probably is.

Up side is that your arms, back and other areas will get stronger and appear leaner also. Go to a gym, ask the trainer to set you up with a program and have him/her work with you a few sessions so that you learn proper form and how to work and isolate those muscles. It will probably cost a few bucks but much less than plastic surgery and well worth the minimal expense to prevent injury to a shoulder, arm or elbow. You will start out slow and with light weights and gradually increase both in weight and the number of reps.
